Midlands homes
Outside London, far fewer people live in flats, and that changes which planning rules you work to. The figures below are public, and each one links to its source.
At the 2021 Census, 11.4% of households in the East Midlands lived in a flat, maisonette or apartment, against 54.0% in London. Across England outside London, 83% of households live in a house or bungalow.
On a house in England, an air source heat pump is usually permitted development: an outdoor unit up to 1.5 cubic metres, one unit (two on a detached house), and it must pass the MCS noise check. A listed building, a conservation area wall facing the road, or an Article 4 direction can change that, so check with your council.
Before you plan
Two things worth checking before you pick an upgrade: how hard your water is, and whether your council can pay for the work through the Warm Homes: Local Grant.
South Staffs Water says all the water it supplies is hard. Severn Trent says hardness depends on where you live, harder over soluble rock such as limestone and softer over rock such as granite, and publishes a postcode checker. Where your water is hard, every boiler price includes this: a scale reducer in hard-water areas.
In England, the Warm Homes: Local Grant can pay for insulation, an air source heat pump, smart controls or solar panels in homes rated EPC D to G. Household income must usually be £36,000 a year or less, though some postcode areas and some benefits qualify above that. You apply through GOV.UK, and your local council organises and pays for the work it agrees with you.
