London homes

Older, more often flats, more often rented.

London's housing is unlike the rest of England, and it changes what a sensible upgrade looks like. The figures below are public, and each one links to its source.

More than a quarter were built before 1919

The English Housing Survey found that more than a quarter of London's homes were built before 1919, and a further one in five between 1919 and 1944. Homes of that age usually have solid walls rather than cavities, so the insulation route and the radiator sizes matter more before anyone talks about a heat pump.

More than half of households live in flats

At the 2021 Census, 54.0% of London households lived in a flat, maisonette or apartment. Flats have tighter permitted development rights: a whole block gets one air source heat pump without a planning application, with an outdoor unit no bigger than 0.6 cubic metres, and solar is not permitted development on a listed block. If you are a leaseholder, your lease may also need the freeholder's consent. For boilers, one job is always quoted by a surveyor rather than online: a flat or apartment above the second floor.

More than half of households rent

At the 2021 Census, 53.0% of London households were renting, against 35% in the rest of England. If you let a home, the minimum energy rating rules apply to you, and our landlord EPC guide sets out what they mean.

Before you plan

Conservation areas, Article 4 directions and the practical bits.

If your home is listed, in a conservation area or covered by an Article 4 direction, the usual permitted development rules tighten. Check your address with your council's planning department before you settle on where anything goes.

Conservation areas and Article 4 directions

A conservation area is designated by the council for its special architectural or historic interest. An Article 4 direction is a separate tool that withdraws specific permitted development rights across a defined area, and each direction lists the rights it removes. Your council's planning pages usually map both.

Heat pumps

In a conservation area the outdoor unit must not go on a wall or roof fronting a highway. The back, or a side wall away from the road, can still qualify. A listed building has no permitted development rights for a heat pump at all.

Solar panels

In a conservation area, solar equipment on a wall that fronts a highway is not permitted development. Roof panels on a house or a block of flats can be, within the limits, unless the building is listed.

External wall insulation

External wall insulation changes how a house looks from the street. In a conservation area, or where an Article 4 direction applies, ask the council's planning department whether you need permission before you commit. Internal wall insulation leaves the front untouched.

Hard water

Thames Water says all the water in its region is hard. That is why every boiler price includes this: a scale reducer in hard-water areas. If another company supplies your water, its website will tell you your hardness by postcode.

Parking and ULEZ

Included in every boiler price: parking, congestion and ULEZ charges inside London. They never appear as a line on your quote.
