For bands E–G, the answer is fabric-first: insulation and draught-proofing before any heat-source change. We won’t sell you a heat pump that will run more expensively than promised.
Fabric-first is advice, not a grant rule. The £7,500 Boiler Upgrade Scheme no longer needs cleared loft and cavity recommendations (since May 2024) or a valid EPC (since April 2026), but insulating first still lowers what a heat pump costs to run. One honest caveat: switching from gas to a heat pump can sometimes nudge your EPC rating down, even though the home is genuinely lower carbon, because the rating is scored on modelled running cost rather than emissions.
